Results of 1st Liaison Council FY 2016 for Drought Management of Tonegawa River System and Installation of Drought Management Headquarters of Tokyo Metropolitan Government Bureau of Waterworks

The Liaison Council for Drought Management of the Tonegawa River System, consisting of Ministry of Land, Infrastructure, Transport and Tourism Kanto Regional Development Bureau, Ministry of Economy, Trade and Industry Kanto Bureau of Economy, Trade and Industrym, Ministry of Agriculture, Forestry and Fisheries Kanto Agricultural Administration Bureau, Tokyo Metropolitan Government, Chiba Prefectural Government, Saitama Prefectural Government, Ibaraki Prefectural Government, Gunma Prefectural Government, Tochigi Prefectural Government, and Incorporated Administrative Agency Japan Water Agency was held today and discussed the situation of the upstream dams on the Tonegawa River system and others. Based on the results, we, Bureau of Waterworks, has decided to install "Drought Management Headquarters of Tokyo Metropolitan Government Bureau of Waterworks".

We announce the results of the held Council and the installation of the Headquarters as follows:

1. Results of the 1st Liaison Council for Drought Management of Tonegawa River System

(1) Water Storage Volume of Dams

The water storage volume of the 8 dams upstream on the Tonegawa River system is 172.36 million m³, and the water rate is 37 %, which is 45 % in an average year (as of 0:00 a.m. on June 13 Mon).

(2) Future Management (Summary)

At present, the situation has been improved by the rainfall since early in the morning of June 13 along the Tonegawa River system area, but according to the recent weather forecast, it will not continue raining long from now on. For this reason, we will start the implementation of water intake restriction of 10 % at 9:00 a.m. on June 16 Thu (the provisional water right for the unfinished facilities is set to the water intake restriction of 20 %).
Additionally, the water intake restriction will be intensified to 20 % with an announcement in advance at 9:00 a.m. on the next morning of the day when the total water storage volume of the 8 dams upstream on the Tonegawa River system falls below 150 million m³.
We will implement a wide range of public relations in order to promote various users related to the water of the Tonegawa River system to work on water-saving.

2. Installation of Drought Management Headquarters of Tokyo Metropolitan Government Bureau of Waterworks

As is mentioned in 1 that the implementation of water intake restriction of 10 % will be started at 9:00 a.m. on June 16, we, Bureau of Waterworks, has decided today to install "Drought Management Headquarters of Tokyo Metropolitan Government Bureau of Waterworks" whose general manager is Director General of Bureau of Waterworks.

The future drought management will be determined at the meetings of the Headquarters.
