How to Bid for the Supply of Water Meters

○ How to Participate in Tendering

1 Qualifying for competitive tendering

In order to participate in the tendering for the supply of water meters, a supplier must first qualify for competitive tendering for the procurement of goods by the Bureau of Waterworks under the Tokyo Metropolitan Government (TMG).
On becoming qualified to participate in the competitive tendering, the supplier needs to register "Physical and Chemical Equipment" as its line of business. For details on the application for the qualification, see the Tender Information Service page.

2 Type approval

A water meter manufacturer must gain type approval in advance for the meter it plans to manufacture.
A type approval is a process in which a manufacturer has the specified measuring instrument that it plans to manufacture tested in advance to verify whether or not its structure conforms to the set technical standards, and has the type of the measuring instrument approved by the National Institute of Advanced Industrial Science and Technology (AIST).

How to Tender a Bid for the Supply of Water Meters

1 Announcement of tendering

Any order for water meters is announced on the TMG's official gazette for specified procurements, and must be issued no later than 40 days prior to the tender date. The official gazette provides information including the required qualification for participation in the tendering, how to apply for participation, and the bidding method.

2 How to apply for participation in the tender

To participate in a tender for the supply of water meters, a supplier must be qualified for competitive tendering for the procurement of goods by the Bureau of Waterworks, TMG, and have registered "Physical and Chemical Equipment" as its line of business.
 The supplier must apply for participation in the tender according to the prescribed method by the date designated by the TMG's official gazette.

3 Bidding method

The bidding will be by open tendering.
Bids are also being accepted by postal mail.

Pattern approval
(The National Institute of Advanced
Industrial Science and Technology)

A notifying manufacturer may have the specified measuring instrument it plans to manufacture tested with respect to durability and other properties, and is given approval of the pattern of the instrument if it passes the test. After that, the manufacturer may omit the construction test in the inspection for the specified measuring instruments of that pattern by attaching the pattern approval number. This system is called the pattern approval system. (Article 76- of the Measurement Law of Japan)

The Ministry of Economy, Trade and Industry designates each factory or workshop that has a high quality-control capacity. Then, by conducting self-inspection of the specified measuring instrument it manufactures based on the inspection regulations for specified measuring instruments, the manufacturer may attach a specific indication (stamp of conformance) to the specified measuring instruments it manufactured, in place of having those instruments inspected. Such a manufacturer is called a designated manufacturer. (Article 91- of the Measurement Law of Japan)

By checking and adjusting the compliance of the sample meter to the TMG's specifications prior to the tendering, the supplier can smoothly carry out the operations following the contract, from the submission of drawings, etc. to the product test, and can prevent subsequent problems.
